Staged entry

1. The header can keep the real OIDC URL by default to avoid risky cutovers.
2. Use env vars to route the header login to this preview for a gradual rollout.
3. OIDC URL is relative ``/accounts/oidc/keycloak/login/`` unless ``NEXT_PUBLIC_BACKEND_ORIGIN`` points the link at the Django origin (split dev on :3000 / :8001).
